Rezoning Application

Zoning regulations are the rules that determine how parcels of land may be used or developed. When owners want to use or develop property in a manner that does not conform to the current zoning district regulations, they must apply for a change of zoning or what is commonly described as a rezoning or rezone.

The zoning classification of a property can be changed for several reasons: to meet public need, to promote the general welfare, to conform with good zoning practice, and to adhere to the guiding principles and intent of the Master Plan and the Zoning Ordinance. Several steps are required including a review by city staff, community outreach and public hearings at both the City Planning Commission and City Council.

Please review the rezoning application process outlined below. This process and the timeframe proposed can be shortened or lengthened depending upon a number of variables including: pre-application preparedness, actual start date, calendar, meeting availability / schedule changes, staff workload, other related approvals / prerequisites, timely provision of required data and materials by petitioner, etc.

 

Application Process

Step 1.Pre-Application Meeting

All applications are required to attend a pre-application meeting prior to submitting the online application. Your application will not be received without having attended this meeting. You can schedule a pre-application meeting here

Step 2.Submit Application

You are now able to complete the application process completely online through our citizen access portal. Please review all requirements prior to starting application. The application will take approximately 30 minutes to complete, while you can save your progress it is important to properly allocate time to complete this application.

Step 3.Schedule Public Rezoning Hearing

Upon receipt and approval of the basic application, you will be prompted to schedule a hearing date with the City Planning Commission. This request will be sent to you and your time reserved through the citizen access portal.

Step 4.Attend Public Rezoning Hearing

You will then attend the hearing to go through your rezoning case with the City Planning Commission

Step 5.City Planning Commission Decision

The City Planning Commission will review your case. This process in its entirety can take 3 - 4 weeks. Details of your specific application may alter this time estimate. If the commission needs clarification on any details or for you to submit more documentation, you will be contacted through the citizen access portal where you can easily upload that information.

Step 6.Submit Documents to City Engineering

Once you have approval from the City Planning Commission, you will be required to submit your documents to the City Engineering Department for approval.

Step 7.Submit Documents to Legal Department

Once you have approval from the City Engineering Department, you will be required to submit your documents to the Legal Department for approval.

Step 8.City Council Formal Session

Once legal has approved, City Council will have a formal session to review the application. The scheduling, review, and approval process will generally take 2 - 3 weeks.

Step 9.City Council Decision

The City will then provide a formal decision. You will be notified of the results via the citizen access portal where you can review all approval documents, the rules governing your property's new "zone", and a complete history of the review process.
