The Commission is comprised of five members appointed by the Governor of Maine and confirmed by the Maine Legislature.  The Commission meets monthly to provide public oversight in its review of financial performance and operational activities of the Bureau.

About Us

The Bureau of Alcoholic Beverages & Lottery Operations (BABLO) is proud of its commitment to providing our state with superior products and services while providing top notch customer service to the constituents that we serve.

The Maine State Lottery offers fun and exciting lottery draw games including Tri-State Megabucks, Powerball, Mega Millions, Lucky for Life, World Poker Tour, Lotto America, Tri-State Pick 3 and Pick 4, Tri-State Gimme5 and Tri-State Fast Play as well as an extensive array of instant scratch lottery tickets. Since its inception through Fiscal Year 2017, the Maine State Lottery has transferred over $1.36 billion to the programs and services supported by the State’s General Fund.

The Bureau effectively regulates the beverage alcohol industry in Maine by insuring responsible business practices by agency liquor stores, beer and wine wholesalers, on-premise licensees (bars and restaurants) while creating a favorable economic climate. Through the assistance of the State Liquor and Lottery Commission, the Bureau has responsibility for the pricing, listing and delisting of spirits.  The Bureau has responsibility for the licensing of all liquor licensees throughout Maine and the enforcement of Maine Liquor laws codified in Title 28-A of Maine law.

The Bureau takes its responsibility seriously relative to the enforcement of Maine’s liquor laws. Prohibiting the sales to and the consumption by minors of beverage alcohol is a major focus. The Bureau works closely with Maine Office of Substance Abuse and Mental Health Services to create social responsibility and awareness programs for alcohol and gambling.

Becoming a Spirits Supplier

New Suppliers

New products must be submitted to the Maine Bureau of Alcoholic Beverages and Lottery Operations (BABLO) to be considered by the State Liquor and Lottery Commission for listing the State of Maine. The Liquor and Lottery Commission meets once a month, with meetings scheduled two months in advance. 

In order to list a product in Maine, you must use a licensed Maine broker, or a representative in Maine willing to become licensed Maine broker and your product must be listed with the National Alcohol Beverage Control Association (NABCA). For each item to be listed, a quote sheet must be submitted through NABCA's price quotation reporting system (PQRS). You must also include the TTB ID in your submission in PQRS.

For each item to be listed, you just submit the following to BABLO:

  • A sample bottle of product;
  • $150.00 listing fee;
  • A copy of the COLA (TTB approval form) submitted in PQRS; and
  • An electronic copy of the sell sheet(s) for each SKU listed.

Alcohol Education

Part of our mission is to promote responsible sales, encourage responsible consumption, and prohibit the sales of alcohol to minors. We encourage parents to talk to children about the dangers of the use of alcohol and we provide tools to our licensed agency liquor store partners to prevent the sales of alcohol to minors. We collaborate with the Maine Center for Disease Control and Prevention (CDC), by working with the Alcohol, Tobacco and Substance Use Prevention team on prevention programs.
