Adding or Altering a Residential Pool/Spa

Are you planning on adding a pool or altering an existing pool at a residential property?

A permit is required for:

  • Above Ground Pool and Spa (Residential)
  • Aluminum Screen Room/Pool Cage (Residential)
  • Aluminum Screen Room/Pool Cage - Existing Slab (Residential)
  • In-Ground Pool/Spa (Residential)
  • Pool Resurfacing/Renovation (Residential)

The resulting permit type will be Residential Miscellaneous Permit. The permit application requires the selection of project type which are Building, Electrical, Mechanical, Plumbing and Pool/Spa. A digital single line site plan drawing and signed & sealed engineering plans are required for this type of permit.

Step 1.Hiring a Contractor

Before hiring a professional, make sure the individual holds a valid contractor license and is insured to work in Hillsborough County. This protects you as a homeowner, property owner, or tenant, and also protects the contractor and assures that the work is done safely and completed according to all building code requirements. Step 2.Check your Zoning 

Review the zoning maps and descriptions to ensure your parcel qualifies for this type of permit.  Zoning Department

Step 3.Make sure you have time to apply

This application will take about 30 minutes once you have gathered your information. You will be able to save your application and resume later if you need more time.

Step 4.Begin the process 

To begin the process you will need the property folio number with legal description.

Submission of a permit application does not constitute the issuance of a permit. The permit is not issued until the application and the accompanying documentation has been reviewed and approved and applicable permit fees paid.

If you have already started your project before obtaining the proper permit and it is still under construction, stop the work immediately and contact permitting@hcflgov.net for information on how to obtain an After-The-Fact permit. If you don't stop the work immediately, it will be more costly to resolve the problem and you may be issued a citation of up to $500 per violation.

Step 5.Residential Pool Checklist

You will need the following ready to submit with the application:

  • Site Plan – Provide a digital single line drawing to scale showing all property boundaries, lot dimensions, location of proposed and existing structures on the lot, the setbacks (distance) from all structures to all property lines, street location name(s), and a north arrow. The site plan must also identify all easements, conservation, and/or wetlands areas and setbacks. Plans to state, “No trees, trees within an environmentally sensitive area, or any tree 12” or greater in trunk diameter 4.5’ above the ground surface have been removed unless an exempt species as defined in Land Development Code Article 12.01, Definitions.”
  • Digitally Signed and Sealed Engineered Plans – Provide a digital set of signed and sealed plans by a design professional licensed in the State of Florida. Plans must be designed in accordance with the current Florida Building Code.
  • Notice of Commencement – A recorded certified copy of the Notice of Commencement in accordance with Section 713.13 of the Florida Statutes is required to be submitted prior to the first inspection. 

     

Step 6.Have your credit/debit card ready

For some types of Building Permits the fee is required up-front.  For others, the fee is paid after the City has reviewed your application. You'll need to enter your credit/debit card information to pay the permit fee. We accept Visa, MasterCard and Discover.

  • Pool/Spa (Supplemental Plan Review + 3 Inspections):  $359.00
  • Aluminum Screen Room/Pool Cage (SPR + 1 Inspection): $128.00
  • Aluminum Screen Room/Pool Cage (SPR + 2 Inspections): $205.00

Step 7.Qualify and Apply

Determine is the specifics of my project require a permit prior to applying. Once determined you need a permit you will be taken to the application portal where you apply with a registered account.

Step 1.Review the requirements

If you are not the owner, you must have a Residential Builders License issued by the City of Augustus, or written authorization from a license holder, to obtain a Building Permit.

An Energy Code Worksheet is required to build or add on to a single family home. Depending on the scope of your project, these other permits may also be required:

  • Electrical Permit – May only be issued to a licensed contractor or a homeowner for their primary residence
  • Mechanical Permit – May only be issued to a licensed contractor or a homeowner for their primary residence
  • Plumbing Permit – May only be issued to a licensed contractor or a homeowner for their primary residence
  • Land Use (LUDS) Permit – Required to build or add on to a single family home or duplex only if located within 500 feet of a lake, river, stream, or open drain
  • Demolition Permit – Required to demolish a complete structure, such as for complete tear-down and rebuild

Step 2.Plan your project

Plans are not required for re-roofing or re-siding.

Plans are required for most other types of projects.  During the application process you will need to upload plans showing the location, size, and details of the proposed project.  A helpful rule-of-thumb is that plans should have enough detail for another person to do the work without talking to the person who prepared the plans.

Step 3.Calculate the value of improvements

Include these costs to determine the value of improvements you'll make for this project:

  • Building, mechanical, electrical, plumbing, excavating, grading and other cost
  • Construction labor costs

You won't need to include these in your calculation:

  • Architectural fees, cost of lot, landscaping and/or personal property

Step 4.Have your credit/debit card ready

There is a flat fee – not based on the value of improvements – for these project types:

  • $50 flat fee for re-roofing and re-siding projects (2 may be combined for $90)
  • $72 flat fee for deck construction and above-ground pool installation (2 may be combined for $112)
