How does it work?

A shared mobility device is rented to the public from multiple locations within the city.  To begin the rental process companies typically require users to download an app to unlock the devices, or use a kiosk at a station.   When finished with a trip on a dockless e-scooter users should park the device anywhere between the sidewalk and the curb.  Where you might might see a bench or a trash can, but not blocking pedestrian walkways.

Rules for Riding

  • Users must be 18 years or older and must have a valid driver's license. 
  • Users are not required to wear a helmet on e-scooters, but helmet is strongly recommended.
  • Only one person at a time may ride an e-scooter. 
  • E-scooters cannot exceed 15 miles per hour.
  • Users can ride on surface streets and are encouraged to ride in bike lanes where available.  Under state law, sidewalk riding is prohibited. 
  • The fine for sidewalk riding is $200.

Jeffrey Tumlin is Director of the Department of Transportation and the mobility pilot program.

 The Department of Transportation will ensure that Dockless Mobility Providers follow regulations outlined in the one-year permit.  The Police Department will ticket anyone they find riding an e-scooter on the sidewalk.  Any vehicle parked in any one location for more than 5 consecutive days without moving is subject to removal.  The Police Department traffic divisions are responsible for ticketing sidewalk riding.  For concerns about sidewalk riding, community members may submit a complaint here or contact the Police Department division captains. 

Micro-mobility devices include pedal pikes, power-assisted bicycles (e-bikes), motorized scooters (e-scooters), and motorized skateboards.  

The city accepts applications throughout the year.  However, there is a fleet cap.  If there are no devices available under these caps, the city cannot allocate devices to new operators.

You can report issues related to shared scooters and bicycles here.  Providers are responsible for closing out service request information. Providers have 2 hours to respond to a request (7 a.m. - 10 p.m.) and must have a team available 24 hours a day.  Any vehicle that has not been moved after 5 days is subject to impound.
